초록 | According to the trend of trade of the world, the investment is concentrated on the high added values industry instead of the primary industry such as mining sector. Local mining industry has played a major role as a source of foreign exchange since the end of the world war II. However, the unfavourable geological condition, low mineral price, and strict environmental regulations hardly made corporations decide to invest in mining industry.Especially, mining industry under the nation wide financial crisis (so called IMF situation) encountering worse conditions in these days. In this research, the counter measures for encouraging depressed mining industry has been studied. The results after studying in view of Governmental policy, financial technical aspects are as follows; 1) The various red tapes based on the Governmental regulations have been surveyed and several recommendations are suggested to the concerned Government authority. The premiums of insurance for rehabilitation of damaged forests shall be cut down, which had been considerable burden to the mining industry, or shall be paid by the promissory notes that subject companies issue. In the environmental regulations, the excavated minerals shall be subject to the mining law, not other regulations, which are overlapped with the mining law. Therefore, exemption of mineral from the environmental regulation is recommended. Besides, regulations for protective covers on open pit blasting in environmental law is desirable to be deleted as well. 2) For encouraging metal mining industry, the comprehensive exploration works including drilling and tunneling is requested. And all out support to the metal mining such as capital loan with low interest rate, subsidies for exploration tunneling and mineral inventory system for activating cash flow, need to be carried out. 3) In technical aspects, deep underground mining program of Shinyemi iron mine was provided for acquiring safety of ore pillars. Ventilation system was revised at Kumho mine and reutilization of fine tailing in Yonchon mine was studied and suggested. 4) Many variables were studied for feasibility study of nonmetal mines. The results showed that increasing products decreases cost, and internal rate of return and present value calculate 95%, 129%, 161% and 1.7, 3.47, 4.83 billion won respectively according to the corresponding production volume of 100,000, 200,000 and 400,000tons |
