(3) 3차년도: 가)수급현황 및 유통구조의 분석. 나)개발중인 광산의 문제점 파악 및 개선방안 제시. 다)모델개발광산에 대한 채광발파법, 발파재해, 파쇄암 분석 및 통기개선에 대한 기술. 라)법적 및 제도적 개선책 제시

The domestic production, consumption and trade amount of minerals in the mining industry in 1988 were substantially decreased under the financial crisis of nation. The output of mineral resources in 1998 decreased to 27.8% in metal mine and to 17.8% in nonmetal mine in comparison with that in 1997. Although the total production tonnage, the number of operating mines and labors were also decreased in the feldspar and pyrophillite mine industry, the demand of such nonmetal resources, including limestone and silica, is expected to increase in the future, being used for materials in refractory, cement and ceramic industry. Such resources are relatively abundant in Korea, and it is important to study how effectively convert the low quality resources to the valuable products. We have to enhance the competitiveness of nonmetal mines by improving the technology for high quality products. The small scale mines are generally not afford to invest in improving the technology for high productivity and in systematic operation of their mines. Major factors hindering one from making a decision of investment in mining industry are the unfavourable geological condition, the low international price of minerals, the strict environmental regulations, the cost for environmental preservation and the labor shortage. In this research we analyzed the present status of mine industry and proposed the countermeasures necessary for promoting mines. In technical aspects, investigated were the underground and open pit blasting methods to recover minerals, and underground ventilation system at Nohwade mine. Current problems and suggestions for technical improvement were advanced from the analysis of field measurements. The recommendations for revitalizing the depressed mining industry are proposed as follows: 1) the support for technology innovation for high productivity and quality control of raw minerals; 2) the reform of transaction system for mineral resources; 3) the alleviation of the various governmental regulations, which involves the problems due to overlapping of the mining low with others such as the reclamation of damaged forests, the environmental regulations, and the management and sales or disposal of wastes in excavated minerals; 4) the financial support and encouraging policy of government for modernization of mine facilities
